Xray Cloud: read Jira manual tests, with governed writes when you enable them

Opsphere now connects to Xray Test Management for Jira Cloud so agents can read manual Test issues and their steps. This is a quality-assurance capability alongside Jira. Opsphere does not replace Xray.

Two tools stay read-only: xray_test_get returns a Test issue and its manual steps, and xray_tests_search looks up tests and duplicates. Two more, xray_test_create and xray_test_steps_update, can create tests and update steps, but they stay off until the tenant enables writes.

Credentials are the Xray client id and secret from Jira → Apps → Xray, with an optional base URL for the US or EU region. The module stays off until an admin enables it. The full catalog reaches 341 tools. Community stays at 62 tools, and Xray is not part of the Community plan.
